This U.S. Legislation applies to ALL Consumer lists, but not Business
to Business (B2B) lists. Canada is in the process of implementing
similar legislation. When you implement a phone or fax campaign,
you must register for a SAN number* at www.telemarketing.donotcall.gov
Registration fees are determined by the number of area codes you
download. The first five area codes are free; thereafter, the seller
incurs a $25 charge per area code, not to exceed a maximum of $7,200.
If using telemarketing services, sellers need to provide vendors
with their SAN in order for the vendor to comply with list suppression
requirements on behalf of the carrier. Each seller must acquire
a DNC list. Beginning January 1, 2005, the Federal Trade Commission’s
Telemarketing Sales Rule (TSR) requires telemarketers to access
the National Do Not Call Registry and purge (scrub) newly-registered
numbers from their call lists every 31 days.
